Rachel Elizabeth Graves

Rachel Elizabeth Graves is a Telecommunications Policy Analyst and National Security Specialist with the National Telecommunications and Information Administration (NTIA) since January 2024. Prior experience includes serving as a Senior Research Analyst at CENTRA Technology, Inc., where support was provided to the Under Secretary of Defense for Acquisition, Technology, and Logistics, conducting risk analyses on international mergers and acquisitions for national security evaluation. Previously, Rachel worked as a Security Specialist and Training Coordinator with AAJV at the U.S. Department of State and as a Counterterrorism Analyst at the U.S. Department of State, conducting research on terrorist activities. Early career experience involved maintaining security and monitoring offenders as a Corrections Officer at Wabash Valley Regional Community Corrections. Rachel holds a Master of Arts in Forensic & Legal Psychology from Marymount University and a Bachelor of Science in Homeland Security from Vincennes University.
