Todd Hutchison

Special Assistant To The Director, SEA 21 at Naval Sea Systems Command

Todd Hutchison currently serves as Chief of Staff for SEA 21 and Major Program Manager for Large Surface Combatant Modernization & Sustainment (PMS 407) at the Naval Sea Systems Command (NAVSEA) since May 2023. Prior experience includes Commanding Officer at the Naval Surface Warfare Center Carderock Division (NSWCCD) from July 2020 to May 2023 and various roles at NAVSEA from July 2018 to July 2020, including Military Liaison and Test and Evaluation Principal Assistant Program Manager. Hutchison held significant positions aboard USS MICHAEL MURPHY (DDG 112) as Commanding Officer from May 2013 to March 2016 and Executive Officer, with a strong emphasis on leadership, mentorship, and operational planning. Previous roles also included Budget Analyst at the Joint Staff and Operations Officer at Destroyer Squadron 50 and USS CHAFEE (DDG 90). Hutchison holds a Master of Arts in Organizational Management from The George Washington University and a Master of Arts in National Security and Strategic Studies from the U.S. Naval War College, along with undergraduate and specialized education in management, marketing, and nuclear power technology.
