Alicia Hess

Alicia Hess, M.S., APR, C.D.S., has extensive experience in grant management and human services, currently serving as a Grant Manager and Human Services Program Consultant III at the NC Department of Health and Human Services since April 2009. In this role, Alicia is responsible for contract and program development, specifically overseeing the state’s Certified Community Behavioral Health Clinics and the Healthy Transitions pilot program. Previous roles include serving as the Lifespan Respite Project Director and Dementia Services Coordinator, where Alicia successfully obtained federal grants through strategic planning and effective writing. Additional experience includes positions at Triangle J Council of Governments, NC Division of Aging and Adult Services, and Intermountain Healthcare, among others. Alicia holds a Master’s degree in Gerontology and a Post Baccalaureate Certificate in Non-Profit/Public/Organizational Management from the University of North Carolina at Greensboro, as well as a Bachelor's degree in Public Relations from Brigham Young University.

The Department of Health and Human Services manages the delivery of health- and human-related services for all North Carolinians, especially our most vulnerable citizens – children, elderly, disabled and low-income families. The Department works closely with health care professionals, community leaders and advocacy groups; local, state and federal entities; and many other stakeholders to make this happen. The Department is divided into 30 divisions and offices. NCDHHS divisions and offices fall under four broad service areas - health, human services, administrative, and support functions. NCDHHS also oversees 14 facilities: developmental centers, neuro-medical treatment centers, psychiatric hospitals, alcohol and drug abuse treatment centers, and two residential programs for children.
