Phil Southard

Phil Southard serves as the Head of Lifelong Learning at Neath Port Talbot County Borough Council and has held the position of Lifelong Learning Commissioner at Neath Port Talbot Learning Partnership since November 2009. In this role, Phil oversees Adult Community Learning within the County, manages a significant Work-Based Learning contract and additional work programme contracts across two counties. Responsibilities also include leading a professional and management training and business services team, overseeing community centres through the Community Development Team, and running multiple regional development projects.
