Mark Bayley

Non-executive Director at Network Rail

Mark Bayley has over 30 years of experience in the energy sector. Mark is currently a Non-executive Director at Network Rail. Prior to that, they were a Consultant at EDF Energy, advising the Sizewell C nuclear new-build programme on its financing with the Regulated Asset Base Model.

From October 2012 to December 2015, Mark was the Chief Executive of The Green Deal Finance Company. Mark successfully established and financed the company, and successfully commissioned its operations to deliver a brand new innovative product in the consumer finance market - an innovative energy efficiency loan repaid on a ‘pay-as-you-save’ basis with electricity bills.

During their time as Chief Executive, Mark addressed the challenges that inevitably accompany the development of a major new Government programme delivered through the private sector. Mark also placed the loan book in run-off after the Government decided not to contribute next round of funding, and promoted the sale process to achieve recovery for investors.

Mark has been an oral witness for the Energy and Climate Change Select Committee on 24th November 2015.

Mark Bayley has a Doctor of Philosophy (Ph.D.) in Chemical Physics from the University of Bristol, and an Honours degree in Chemistry from Bristol University.
