Matthieu Lavoyer (- Boulianne) currently serves as the Secrétaire général du Grand Conseil for Etat de Neuchâtel since October 2018, sharing responsibilities with Inês Amaral Gardet. In this role, Matthieu oversees the secretariat of the cantonal parliament. Matthieu previously held the position of Secrétaire général du Département des finances et de la santé, where key responsibilities included advising the department head, managing communication, coordinating departmental actions, and crisis management during the Covid-19 pandemic. Matthieu's earlier experience includes roles as a scientific collaborator for the Commission indépendante d’experts (CIE) on administrative internments, a deputy in the Grand Conseil, and a municipal councilor in Peseux. Matthieu has also coordinated cultural and heritage projects and has experience in education. Academic achievements include a Master of Arts in Modern and Contemporary History from Université de Neuchâtel and a CAS in public management tools from Haute école de gestion Arc.
