Rafael Sierra Ballen is a seasoned Programme Director for Construction & Delivery at KiwiRail, with a focus on capital projects and asset development since November 2018. Noteworthy contributions include the successful upgrade of CentrePort’s RFT3 linkspan to accommodate the new Interislander ferry. Prior experience includes roles as Tunnel Manager at North Canterbury Transport Infrastructure Recovery, leading the rehabilitation of rail and road tunnels post-Kaikoura earthquake, and Senior Project Manager positions at HEB Construction and Hawkins Infrastructure, overseeing multi-million dollar projects for various public sector clients. Rafael's international experience includes managing significant projects in Dubai with Al Naboodah Contractors and project engineering for Fletcher Construction Company in New Zealand.
