Promoter of initiatives in the technological area of the country and the region. He is part of the Board of Directors of the NIC Costa Rica Unit and, through it, has worked actively for more than 20 years in the development and administration of the Top Domain .cr.
Designated Minister of Science and Technology from July 2000 to May 2002 and responsible for the project for the interconnection of Costa Rica to BITNET in the year 1990, and the interconnection to the Internet in the year 1993. In the period of 1994-1998 he was Regional Advisor of the Organization of American States (OAS) in the RedHUCyT Project; project under which he participated in the Internet interconnection of Nicaragua, Panama, Jamaica, Honduras and Mayanet of Guatemala.
Dr. De Téramond, was President of the National Research Network CRNet, and the representative of Costa Rica in the Assignment of the Top Domain .cr for Costa Rica. Responsible for the creation of CRNet; a network that linked all the main academic and research institutions in Costa Rica during the 1990s.
