Matthew Bulger is an experienced government affairs professional specializing in criminal justice. Currently serving as the Government Affairs Manager at Niskanen Center since April 2021, Matthew previously held positions as Senior Policy Manager and Policy Manager at Dream Corps from June 2019 to April 2021. Established in 2014, the Niskanen Center is a nonpartisan think tank that works to change public policy through direct engagement in the policymaking process: developing and promoting proposals to legislative and executive branch policymakers, building coalitions to facilitate joint action, and marshaling the most convincing arguments in support of our agenda.
