Dave Newton

Dave Newton has over 16 years of experience in advising the Department of Homeland Security's Science and Technology Directorate, specializing in the Explosives Detection Canine Program. As a Functional Expert Consultant at Noblis ESI LLC since July 2016 and a Senior Program Manager at ARL, Inc. from August 2010 to July 2016, Dave has played a critical role in enhancing security measures. Prior to these positions, Dave served as a Captain in the US Coast Guard, acting as Director of the Borders and Maritime Security Division. Educational qualifications include a B.S. in Electrical Engineering from the US Coast Guard Academy, an M.S. in Computer Information Systems and Telecommunications Management from the University of Miami, and a Fellowship in Operations Research from the RAND Corporation.
