Chelsey Matter

Chelsey Matter is an experienced healthcare professional currently serving as the Executive Director of Government Programs at Blue Cross Blue Shield of North Dakota since June 2013, where responsibilities include leading strategic initiatives focused on enhancing healthcare quality and efficiency. Previously held positions at BCBSND include Director of Provider Partnerships and Manager of Practice Transformation, as well as serving as a Senior Business Network Consultant from December 2011 to June 2013. Prior to her roles at BCBSND, Chelsey Matter worked at Fargo Cass Public Health as a Community Health Educator, promoting public health practices and advocating for legislation. Chelsey started her career as a Respiratory Therapist at Sanford Medical Center Fargo. Educational qualifications include a Bachelor of Science in Respiratory Care from North Dakota State University and a Master of Public Health from the University of Nebraska Medical Center.
