Victoria Birkholz Phr

Victoria Birkholz, PHR, SHRM-CP, currently serves as the Manager of HR Systems and Operations at Blue Cross Blue Shield of North Dakota since May 2023. Previously, Victoria held the role of Employee Relations Manager from August 2014 to May 2023, focusing on fostering a respectful workplace by addressing employee conflicts, discrimination, harassment, and retaliation concerns. Additionally, in the capacity of Manager of Human Resources, Victoria guided and managed overall HR services, programs, and policies while developing HR business partners to ensure compliance and enhance service delivery. Before joining Blue Cross Blue Shield of North Dakota, Victoria was the Team Leader for Human Resources at Noridian Mutual Insurance Co. and Blue Cross Blue Shield of ND from May 2013 to May 2023. Victoria holds a B.S. in Social Work and Psychology from Minnesota State University Moorhead.
