David O'Loughlin is a seasoned professional with over three decades of experience in software engineering, GIS analysis, and natural resource management. Currently serving as an Applications Systems Specialist at the North Carolina Department of Agriculture and Consumer Services Emergency Programs, David specializes in GIS tasks using Esri tools, satellite imagery, and various geospatial datasets. Prior roles include GIS Analyst at the North Carolina Forest Service, where David enhanced regional datasets using Python and JavaScript, and Sr. Scientist at Atkins, focusing on natural resource projects.
