North County Transit District
Shawn M. Donaghy, MPA, currently serves as Chief Executive Officer of the North County Transit District, a position held since March 2024. Prior to this role, Donaghy was Chief Executive Officer at C-TRAN from June 2017 to February 2024, overseeing operations in the Greater Vancouver/Portland area and leading significant projects such as a $7.5 billion I-5 bridge replacement initiative and the Mill Plain Bus Rapid Transit project. Donaghy has held various leadership positions, including Chief Operating Officer at Trinity Metro and Chief Operations Officer at SORTA/Metro, where responsibilities encompassed transit operations, strategic planning, intergovernmental relations, and labor negotiations. With a Master's in Public Administration from Tarleton State University and a Bachelor's in Leadership and Communication from Northern Kentucky University, Donaghy possesses extensive expertise in public transportation management, operational efficiency, and community engagement.

North County Transit District is the primary public transportation system in North San Diego County. Every year, millions of passengers ride our COASTER commuter trains, SPRINTER hybrid rail trains, BREEZE buses, FLEX and LIFT paratransit. Our team is committed to providing safe, convenient, reliable and user-friendly transportation services to people in the region. We have more than 63 miles of rail lines serving 23 stations, and 30 BREEZE bus routes with more than 1,600 stops. In recent years, we added new COASTER locomotives that have a 90% emission reduction compared to other locomotives and 64% more horsepower. Since FY19, we have also added 70 new Compressed Natural Gas (CNG) buses to the BREEZE fleet.
