Walter Taylor, PhD, FACHE has a diverse work experience across various organizations. Walter currently serves as an Adjunct Professor at Paul Quinn College since 2021. Prior to this, they worked as the Chief Strategy Officer at North Texas Behavioral Health Authority from 2017 onwards. In 2017, they also served as the Commissioner's Executive Assistant II for Dallas County Commissioner Dr. Theresa Daniel. Earlier in their career, Walter held multiple roles at MHMR of Tarrant County, including Director of Housing Services and Special Projects, Program Manager, and Outreach Worker. Walter also worked as a Consumer Benefits Specialist at the same organization. Walter's work experience also includes being a Senior Minister at Metropolitan Church of Christ from 2012 to 2014, and a Mental Health Technician at Abilene Psychiatric Center from 2003 to 2005.

Walter Taylor, PhD, FACHE has a strong educational background in public administration, history and theology, and organizational management. Walter obtained their PhD in Public Administration and Public Policy from The University of Texas at Arlington, where they studied from 2013 to 2020. Prior to that, they earned their Master of Public Administration (MPA) degree with a specialization in Public Budgeting and Financial Management from the same university, attending from 2008 to 2010.

In 2005, Walter completed a Master of Arts (MA) degree in History and Theology from Abilene Christian University, where they studied from 2003 to 2005. Before that, they obtained their Bachelor of Science (B.S.) degree in Organizational Management from Oklahoma Christian University, attending from 1998 to 2003.

Furthermore, Walter holds a certification as a Fellow of the American College of Healthcare Executives (FACHE), which they acquired from the American College of Healthcare Executives in December 2021.
