Tarrah Quinlan

Tarrah Quinlan, RN, BSN, serves as the Director of Education Program Development & Member Operations at NYSHFA | NYSCAL since October 2020, where collaboration with executive leaders and healthcare partners focuses on educational initiatives for over 450 skilled nursing facilities and assisted living members. Previously, Tarrah held several key roles at the New York State Department of Health, including Director of the Bureau of Quality Assurance & Surveillance of Nursing Homes, overseeing a quality assurance program for over 600 nursing homes, and Project Manager for Medicaid Managed Care Contracts, ensuring compliance across managed care organizations. Additional experience includes auditing Medicaid home health care records and supervisory roles in nursing settings, underscoring a strong foundation in healthcare quality assurance and operational leadership. Tarrah is a graduate of Russell Sage College, earning a degree in Registered Professional Nursing.
