Crystal Rutter

Crystal Rutter is currently the Chief Administration Officer at Oaks Integrated Care. Crystal has over 15 years of experience in human resources and has held senior management positions at previous companies.

Crystal started their career at Adreima in October 2003 as the Senior Manager of Access Services. In this role, they were responsible for representing the interests of uninsured and underinsured patients at four hospitals. Crystal screened for Medicaid and social security, and improved patient revenue by $3M per year. Crystal oversaw a team of up to 20 representatives and administrative staff across four facilities. Crystal provided training in Medicaid charity care and social security billing system, directed recruitment, managed payroll, conducted performance reviews, and made recommendations for compensation and advancement.

In February 2015, Crystal left Adreima to take on the role of Chief Administration Officer at Oaks Integrated Care. In this role, they are responsible for a variety of human resources functions, including staff performance evaluations to identify areas requiring reinforcement while recognizing outstanding effort. Crystal also directs all recruitment, hiring, mentoring, and termination actions, as well as payroll administration for all direct reports. Additionally, they cultivate relationships of collaboration and cooperation with multiple county, state, and federal agencies to achieve solutions narrowly tailored to each client’s unique situation.

Crystal Rutter has a Master of Science in Administration of Human Services from Wilmington University, a Master of Business Administration in Healthcare Administration from Wilmington University, a Bachelor of Business Administration in Business Administration and Management, General from Wilmington University, an Associate of Science in Business Administration and Management, General from Gloucester County College, and an Associate of Arts and Sciences in Accounting from Gloucester County College. Crystal also went to Paulsboro High School.
