John Neagley

John is the founder and principal of Blue Native Consulting, LLC, providing executive program management and strategy development consulting services. He is a retired Navy Rear Admiral with over 35 years of executive experience supporting all aspects of program and systems development of maritime technologies and leading complex operational and acquisition organizations. John’s 35-year Navy career culminated as the Program Executive Officer (PEO) for Unmanned and Small Combatants and the Program Executive Officer (PEO) Littoral Combat Ships where he was responsible for the development, testing, fielding, and sustainment of the Navy’s unmanned and autonomous underwater and surface vehicles and the Navy’s FFGx and Littoral Combat Ship shipbuilding programs. As a Flag Officer, he also served as Deputy Commander for Fleet Readiness at Navy Warfare Information Command (NAVWAR) San Diego where he was responsible for the installation, support, and modernization of the Navy’s communication systems, computers, and networks. A Surface Warfare Officer, John has served at sea on six different ships and commanded a Navy Destroyer.
