John Raffier

John Raffier has a diverse work experience spanning over several years. John is currently working as a Project Manager at OCT Consulting LLC, starting in January 2021. Prior to this, they were a Project Leader at Strategic Resolution Experts from July 2019 to January 2021.

Before that, they had a long stint at LMI, starting in October 2010. At LMI, they held various roles including Project Leader from October 2010 to June 2019. Additionally, they served as a Consultant-LIN Management Support from January 2014 to August 2014. John also worked as a Consultant-Recruiter/HR Lead for the Ministry of Defense Advisors Program, where they were responsible for recruiting and coordinating HR activities for the program from October 2010 to December 2013.

From September 2014 to September 2018, they worked at the Office of the Secretary of Defense as the Deputy Director of the Global Security Contingency Fund (GSCF). In this role, they developed, implemented, and managed international programs for the GSCF, providing strategic oversight and managing program implementation and budget.

John's career started with the US Navy, where they served as the Head of Pay and Allowances Director, Compensation Policy (N130) from March 2007 to September 2010.

In addition to their formal education, John has also attained certifications such as the Diversity, Equity, and Inclusion in the Workplace Certificate from the USF Office of Corporate Training and Professional Education, obtained in May 2021, and the Project Management Professional (PMP) certification from the Project Management Institute, obtained in July 2012.
