Kara Hilburger

Kara Hilburger is an experienced attorney currently working at Octillo since August 2018, where the focus is on assisting business owners with technology, cybersecurity, data breach litigation, risk management, and privacy concerns. Hilburger specializes in advising clients on the development and implementation of data security and privacy programs while ensuring compliance with various federal, state, and international privacy regulations, including GDPR, CCPA, VCDPA, CPA, FCRA, and TCPA. Prior to Octillo, Hilburger served as Associate Counsel for The Civil Service Employees Association Inc from March 2008 to November 2012, providing legal support to employees in arbitration and litigation while advising on employment-related issues. Additionally, Hilburger held the position of Assistant Director of Employee Relations at the University at Buffalo from August 2007 to February 2008, where responsibilities included conducting disciplinary investigations and advising on personnel matters. Hilburger holds a JD from the University at Buffalo School of Law and a Bachelor of Arts in Sociology from The George Washington University.
