James Farley

With more than 30 years’ experience developing initiatives, policies, and processes for the Department of Defense, Intelligence Community, and Federal Civilian market, James Farley is accountable for leading Enterprise Solutions at Octo. Excelling at architecting real-world solutions and driving business outcomes, James oversees Octo’s five Centers of Excellence that lead the creation of core services and capabilities. Prior to Octo, James served as Director of Business Development and Chief Architect, Enterprise Information Technology at AECOM Management Services; Chief Architect, Civilian Solutions at GDIT; and Technical Director for TNCCENT (DISA) at CACI Federal Systems. James served in the U.S. Navy for 16 years reaching the rank of Chief Petty Officer providing maintenance and operations direction for multiple communications and intelligence facilities, supporting fleet systems engineering teams, and managing electronics systems readiness. A GSA certified CIO, James has certifications through (ISC)2, the Information Technology Infrastructure Library (ITIL) Foundation, and Project Management Institute. He holds an M.S. and MBA from University of Maryland Global Campus and a B.S. from Excelsior College.
