Paul Mercer -

Director, Broadcast Licensing And Programme Operations at Ofcom

Paul Mercer has a diverse work experience spanning over three decades. Paul started their career as an Apprentice Telecommunications Engineer at the Department of Trade and Industry (UK) in 1985. Paul then worked as a Field Engineer and later as a District Manager at the Radiocommunications Agency (DTI) from 1988 to 2004.

In 2004, they joined Ofcom as the Head of England South, where they were responsible for managing a team of 56 staff members and delivering Interference and Enforcement services across the South of England. During their tenure, they implemented several cost-saving initiatives, such as reducing the workforce and closing offices, resulting in significant financial savings. Paul also developed KPIs for interference resolution tasks and served as the Chairman of the Training and Equipment procurement committee for Field Operations.

Paul's accomplishments at Ofcom continued as they took on various roles, including Head of Spectrum Enforcement and Head of Out-of-Venue Assurance for the London 2012 Olympics. In these roles, they led teams and developed strategies to protect the radio spectrum from harmful interference, ensured interference-free radio environments during the Olympic Games, and enabled the provision of chargeable services to external customers and organizations.

Their most recent position at Ofcom was as a Director, where they led the successful insourcing of a service provider into Ofcom and implemented process and policy efficiencies through the development of an e-commerce and CRM solution. Paul also played a key role in the delivery of Government Guarantees for the Commonwealth Games in Glasgow, Scotland.

Throughout their career, Paul has demonstrated leadership, strategic planning, collaboration, and stakeholder management skills. Paul has also been involved in risk assessment and mitigation and has effectively communicated the importance of their work through presentations and media engagements.

Paul Mercer has a comprehensive education history. In 1985-1988, they attended the South London College of Technology, where they earned two BTEC ONC degrees in Telecommunications and Computer Technology. In 2002-2003, they pursued a Diploma in Business Management from The Open University. Later, from 2005 to 2008, they completed an MBA in Business Administration, also from The Open University. In 2014-2015, they attended the Institute of Leadership and Management and obtained a Level 5 Certificate in Mentoring and Coaching. Lastly, in 2015, they acquired a Prince 2 Foundation and Practitioner certification in Project Management from SPOCE Project Management Limited.
