Richard Hornby

Richard Hornby is an experienced finance and programme delivery professional who has held various significant roles throughout their career. They served as Corporate Services Director and CFO at the Infected Blood Compensation Authority in 2025, and previously held the position of Chief Financial Officer at the Cabinet Office from 2020 to 2024. Richard also worked as Executive Director Finance and Assurance for West Sussex County Council from 2009 to 2014, and held multiple finance leadership roles at organizations such as NHS Coastal West Sussex CCG and the UK Home Office. Richard is currently the Director of Finance at Ofcom, a position they began in 2025. They earned a Bachelor of Arts in Theology from the University of Kent, graduating in 2002.
