Team Manager Digital Commercial Resourcing Risk Management at Ofgem

Phil Neale has a diverse work experience in the field of procurement and commercial services. Phil is currently employed at Ofgem as a Team Manager, where they are responsible for digital commercial, resourcing, and risk management. Before that, they served as an Ambassador of The Sustainable Procurement Pledge, promoting sustainable procurement practices.

From 2016 to 2022, Phil worked at the University of Sussex, first as the Head of Procurement & Commercial Services, and later as the Procurement & Commercial Contracts Manager. In these roles, they oversaw procurement operations and managed contracts.

Prior to that, they served as the Senior Procurement Manager at the Brighton & Sussex University Hospitals NHS Trust, where they managed a team and handled strategic procurement and contract management for various departments, delivering savings beyond the target.

Before that, Phil worked as the Procurement Systems and Operations Manager at Chelsea and Westminster Hospital NHS Foundation Trust / The Royal Marsden NHS Foundation Trust. In this role, they led the implementation and integration of procurement processes and technology across a shared service, managing a team through significant change.

Phil's earlier experience includes being the Deputy Head of Procurement & Supplier Management at Great Ormond Street Hospital for Children NHS Foundation Trust, where they played a key role in procurement and supplier management.

Overall, Phil Neale has extensive experience in procurement, contract management, and team leadership across various industries, including healthcare and academia.

Phil Neale has a Graduate Diploma in Purchasing & Supply from the Chartered Institute of Purchasing & Supply. Phil also has a PRINCE2 Project Management (Full Practitioner) certification from the APM Group. In addition, Phil Neale holds a Bachelor of Science (BSc) degree from The University of Bolton, with a focus on Automotive Technology, Logistics, and Supply Chain Management. Phil has further pursued their education in the field of procurement, obtaining advanced training in Sustainable Procurement from the Higher Education Procurement Association and the Supply Chain Sustainability School.
