David Walters is a solicitor with extensive experience in various legal capacities within government departments. Currently serving as a Principal Legal Adviser at Ofwat since 2024, David previously held positions as a lawyer for the Department for Science, Innovation and Technology and the Department for Digital, Culture, Media and Sport, among others. David began their legal career as a Trainee Solicitor at HM Treasury and has also worked as a Competition Analyst and Head of Competition at the Water Industry Commission for Scotland. Academically, David obtained an LLM in Legal Practice from City, University of London and an MA in Law from the University of Bristol, and is currently pursuing a BA in Economics at Colgate University.
