Phil Burke

Phil Burke is the Group Managing Director at OGCS Global. Phil has over 25 years of experience in the oil and gas industry, with a focus on contracts and procurement.

Burke started their career in the oil and gas industry with Hess Corporation in 2015 as a Senior Contracts Specialist. In this role, they were responsible for the Pre-Qualification and Tender Phase for the FPSO converstion on the Deep Water Tano / Cape Three Points DWT/CTP Development. Phil also drafted tender and contract documents, managed the tender process, and negotiated contracts with successful bidders. The project was valued at $4 billion.

In 2018, Burke left Hess Corporation to join Fieldwood Energy LLC as their Contracts and Procurement Manager. In this role, they were responsible for the full lifecycle contracting activity for the Ichalkil and Pokoch Developments offshore in Mexico. This included developing the project contract strategy, pre-qualifying bidders, developing tender and EPC contract documents, managing the tender process evaluation and recommendation to award, and final contract negotiation for execution. Burke successfully negotiated contracts for two wellhead platforms jacket and topsides, Transport and Installation, as well as offshore export pipelines.

Burke has a proven track record of success in managing large contracts and projects in the oil and gas industry. Their experience and expertise have made him a valuable asset to OGCS Global.

Phil Burke has an associate's degree in quantity surveying from Croydon Technical College.
