Splitting time between state capitals and the campaign trail, Howard Franklin has worked across two dozen states to advance the careers and policies of the South’s leading lawmakers. After running a nonprofit for former Mayor Maynard Jackson, Howard served three years in the administration of Atlanta Mayor Shirley Franklin. He spent another five years with DeKalb, Fulton and Jefferson County governments.
Howard has led dozens of successful campaigns for leaders like Atlanta City Councilmembers Kwanza Hall and Amir Farokhi, Atlanta Board of Education Chair Jason Esteves, State Senator Jason Carter and Meridian, MS Mayor Percy Bland, DeKalb Solicitor Sherry Boston and Fulton Solicitor Keith Gammage. He also led the effort that returned the United Democratic Party to power in the Cayman Islands Parliament.
Maintaining ‘dual-citizenship’ in the public and private sectors, Howard worked for Minority Leader Stacey Abrams prior to lobbying for Amazon, Sprint and Regions Bank. He’s helped drive billions in public investment, spurring economic development projects in mid-sized cities for GeorgiaForward, managing Muscogee County’s 2015 SPLOST ($192 million) and Fulton County’s 2016 T-SPLOST ($574 million) and helping tech giants Switch and NCR secure incentives.
Howard has been recognized as ‘Top 40 Under 40’ by Georgia Trend Magazine and The Network Journal. He is a member of the Georgia Professional Lobbyists Association, a frequent contributor on CNN, NPR and MSNBC, and often quoted in the pages of the Washington Post, The Hill and Roll Call. He earned degrees in sociology and English from Morehouse College.
