Richard M. Oller

Richard M. Oller is an accomplished entrepreneur, mentor, and leadership/management consultant with extensive experience in engineering and municipal management. As President of Oller Engineering, Inc., founded in 1989, Richard has dedicated over three decades to serving municipal clients across West Texas and the Panhandle. Richard's leadership capabilities were further demonstrated as Regional Director at Lockwood, Andrews & Newnam, Inc., where responsibilities included directing design components and fostering business development. Additionally, Richard served as City Manager of League City, Texas, overseeing a large staff and ensuring financial and operational integrity. Richard holds a Master of Science in Water Resources Engineering from Texas Tech University and a Bachelor of Engineering in Sanitary Engineering from Southern Illinois University Edwardsville.
