Leah McDowell

Leah McDowell is an accomplished Senior Proposal Manager at Omni Federal since November 2022, providing remote support for the Proposal Machine. Previous experience includes serving as Contracts and Proposal Manager at NOVA Technologies from January 2021 to September 2022, overseeing opportunities throughout the program lifecycle in defense contracting. Prior to that, Leah was a Senior Proposal Manager at Black & Veatch for almost nine years, leading proposals in the Telecommunications Division while utilizing the Shipley proposal process. Earlier roles include Proposal Specialist at NOVA Technologies, Contract Proposal Specialist at General Dynamics Information Technology, Technology and Development Director for the US House of Representatives, and Business Development lead at Strictly Business Computer Systems. Leah began a career in media as the Director of Special Projects at The Broadcast Image Group. Leah holds a Bachelor of Business Administration in Management from Texas State University.
