As Co-Owner of On Point Construction Services, LLC since April 2011, Locke consults for general contractors across New England, providing services such as CPM scheduling, document control, and constructability reviews. Prior to this, Locke served as a Project Manager at Baltazar Contractors from March 2009 to March 2011, overseeing engineering, financial, and production aspects of multiple projects. Additionally, Locke's tenure at Cianbro Corporation from June 2002 to March 2009 included roles as Project Engineer, Superintendent, and Heavy Civil Estimator, where responsibilities encompassed developing bid estimates for significant public and private projects. Locke holds a degree in Civil Engineering from the University of Massachusetts Amherst, earned between 1999 and 2003.

We bring together our years of hands-on construction experience to provide our clients with a wide range of value-adding services. Since On Point’s founding in 2010, our focus has been on developing long term and respected relationships with our clients. With over 30 years of combined construction experience and a track record of successful projects, On Point has the knowledge and ability to assist in the full life cycle of any project from constructability and contract time determination, to document management, change order / claims processes, schedule compliance, and general project management.
