Mark Carter

Mark Carter serves as the Administrative Director for Onondaga County Public Libraries since 2018, overseeing the library system's operating budget, managing annual budget preparations, quarterly forecasts, capital improvement plans, grant administration, employee rosters, and procurement. Additionally, Mark manages travel authorization requests, assists with system-wide memoranda of understanding, and participates in board and legislative meetings as well as member council meetings. Prior experience includes roles as Budget Analyst II at Onondaga County Finance Department from 2016 to 2018 and Public Health Educator at Onondaga County Health Department in 2015. Mark holds a Master of Science degree in Business, Management, Marketing, and Related Support Services from the State University of New York at Oswego.
