Hilal Mohammed Al-Khulaifi

Hilal Mohammed Al-Khulaifi currently serves as the Chief Legal, Regulatory & Governance Officer and Board Secretary at Ooredoo Group since March 2023. Additionally, Hilal holds board member positions at Asiacell Communications PJSC, Asia Mobile Holdings, and Ooredoo Kuwait, starting in January and November 2023, respectively. Hilal also acts as an Arbitrator for the Qatar International Center for Conciliation and Arbitration and previously served as Council Secretary for the Supreme Council of Economy Affairs and Investment. With extensive experience in the legal field, Hilal held the role of Director of Legal Affairs at the Ministry of Economy and Commerce of Qatar and was a Legal Expert at the Supreme Council of Health. Hilal’s academic background includes a Master of Laws in International Law and Legal Studies from the University of Portsmouth and a Bachelor of Law from Qatar University.
