Brendan Halloran

Brendan Halloran is an experienced independent consultant and advisor specializing in governance, accountability, and development. With a diverse background in social accountability mechanisms, Brendan has worked with various organizations, including the GSMA Mobile for Development Foundation, DT Global, and Accountability Research Center, providing technical advice, conducting evaluations, and shaping organizational strategies. Brendan has held key roles in multiple initiatives, such as leading the strategy and learning efforts at the International Budget Partnership and serving as an expert reviewer for the Open Government Partnership. An academic with substantial teaching experience, Brendan holds a PhD in Planning, Governance and Globalization, as well as master’s and bachelor’s degrees in relevant fields from Virginia Tech and Calvin University.
