Joyce Barr

Joyce Barr serves as a member of the Board of Directors for the American Foreign Service Protective Association and holds a similar role with The American Academy of Diplomacy. As a Professor of Practice in Government and International Affairs at Virginia Tech, Joyce Barr contributes to the Washington Semester in Global Engagement, mentoring students and facilitating their exposure to global affairs. Additionally, Joyce Barr is a member of the Association of Black American Ambassadors and a Fellow at the National Academy of Public Administration since November 2019. Past professional experience includes serving as Assistant Secretary for Administration at the U.S. Department of State, where responsibilities included overseeing administrative support. Joyce Barr’s educational background features a Master of Science in National Resource Strategy from the Industrial College of the Armed Forces, a Master in Public Administration from Harvard University, and a Bachelor of Arts in Business Administration from Pacific Lutheran University.
