Jessica Shipley

Jessica Shipley is a knowledgeable expert in energy policy with an extensive professional background. Currently serving as a Principal Researcher in Energy Policy at Pacific Northwest National Laboratory since November 2023, Jessica previously held the position of Senior Associate at The Regulatory Assistance Project from March 2017 to December 2023. Jessica has also contributed as a Senior Policy Analyst at the Oregon Department of Energy and as a Senior Policy Advisor for the British Embassy in Washington DC, where responsibilities included energy and climate change policy for the British Foreign and Commonwealth Office. Additional experience includes a role as a Policy Advisor at the Department of Energy and Climate Change in London, a Solutions Fellow at the Pew Center on Global Climate Change, and positions as a Consultant at Pacific Gas and Electric Company and Researcher at the World Resources Institute. Jessica holds a Master of Public Policy with a focus on Energy and Environmental Public Policy from the Goldman School of Public Policy at UC Berkeley and a Bachelor of Science in Environmental Economics and Policy from the University of California, Berkeley.
