Ngu Thuy Castro has a diverse range of work experience in financial and accounting roles. Ngu Thuy most recently worked as the Chief Finance Officer at the Pacific States Marine Fisheries Commission starting in 2023. Ngu also has experience as a CPA/Financial Controller at Network Enterprises, Inc. from 2014 to 2016, overseeing the daily accounting operations and implementing financial aspects for the non-profit organization. Ngu Thuy began their career as a Staff Accountant at Yokota and Li CPAS from 2011 to 2014, where they managed multiple client accounts and supervised staff training.

Ngu Thuy Castro earned a Bachelor's Degree in Accounting from the University of Hawaii at Manoa from 2008 to 2011. Prior to that, from 1999 to 2003, they obtained another Bachelor's Degree in Tourism and Travel Services Management from Vietnam National University in Hanoi. In January 2016, Ngu Thuy Castro obtained their certification as a Certified Public Accountant from the Hawaii State Board of Accountancy.
