Elaine McCusker

Elaine brings her expertise in budget development, resource allocation, policy analysis and performance management to the Pallas Team. Elaine has more than ten years of federal service, including three years on Capitol Hill as a professional staff member on the Senate Armed Services Committee and five years in the Pentagon. Previously, she served as the Former Deputy Under Secretary of Defense (Comptroller) where she supported the National Defense Strategy, reforming Department-wide business operations for accountability and affordability and attracting new partners and allies. Elaine also served as the Director of Resources and Analysis at United States Central Command focusing on strategic modeling and simulation capability for war plans. She holds a B.A. in political philosophy from the University of Dallas, Texas.
