Elliot Smalley

Elliot Smalley has a range of work experience in the education and public sector. Elliot most recently served as the Chief of Mission and Marketing at Palmetto Goodwill since July 2022. Prior to that, they worked as an Education & leadership consultant from May 2020 until July 2022.

From 2015 to 2020, Smalley was the Superintendent at the South Carolina Public Charter School District. During their tenure, they achieved the highest growth in graduation rate compared to any district in South Carolina. Elliot also increased the percentage of students of color in charter schools from 29% to 40% and improved math and ELA achievement.

Before joining the South Carolina Public Charter School District, Smalley served as the Chief of Staff at the Achievement School District from April 2012 to July 2015.

From 2007 to 2012, Smalley held the position of Deputy of Strategy & Communications at the Charleston County School District.

At the beginning of their career, Smalley worked as a Senior Program Specialist at the U.S. Department of Education from 2000 to 2007.

Elliot Smalley earned a Bachelor's Degree in Sociology from the University of Massachusetts Amherst, where they attended from 1995 to 1998. Later, they pursued higher education and obtained a Master's Degree in Criminal Justice and Corrections from the University of Cincinnati. Elliot attended the University of Cincinnati from 2002 to 2004.
