Anne O'Driscoll serves as the Parliamentary Counsel Team Manager at the Parliamentary Counsel Office in New Zealand since July 2015, following a tenure as Crown Counsel during a secondment at Crown Law from October 2018 to November 2019. Prior to this, Anne gained experience as a Senior Solicitor at Duncan Cotterill from February 2011 to July 2015, having started as a Solicitor and Law Graduate. Anne was also the Student Editor-in-Chief for the New Zealand Journal of Public and International Law in 2010 and held various tutoring roles at Victoria University of Wellington during 2009-2010. Anne O'Driscoll holds a Bachelor of Laws (LLB) with honors (First Class) and a Bachelor of Arts with honors (First Class) from Victoria University of Wellington, alongside studies at the University of Tübingen and Freie Universität Berlin. Admitted to the bar in August 2011, Anne brings a wealth of legal expertise to the field.

Under the Legislation Act 2019, the objective of the PCO is to promote high-quality legislation that is easy to find, use, and understand and, to that end, to exercise stewardship of New Zealand's legislation as a whole. The functions of the PCO are to: - draft, publish, and consolidate legislation - revise Acts in accordance with the current revision programme - examine local and private Bills, and Members' Bills that the Attorney-General directs to be examined, and report to the Attorney-General on their effect advise departments and agencies on the drafting of secondary legislation not drafted by the PCO - guide, support, and review practices relating to the design, drafting, and publication of legislation.
