Frank Howard

Frank Howard is a Senior Project Manager at Parsons, a position held since 2009. Prior to this, Frank served as Branch Chief and Nuclear Engineer at Charleston Naval Shipyard from 1985 to 1994, where they supervised a team during the transition of a design group to a construction oversight organization for nuclear submarine systems. Frank's extensive career also includes roles as Project Director at Total Site Solutions and Lead Engineer at the US Army’s Ft. Meade, among others. Frank earned a Bachelor of Science in Mechanical Engineering from the University of Tennessee, Knoxville, in 1984.
