Main Political Force of Colombia The liberal concept was born in the French Assembly on August 4, 1789 with the publication of the "rights of man and citizen." But it was in the Burlesque Critical Dictionary published by Bartolomé José Gallardo in 1812, where Liberal ideas were defined as those that tend towards love and the possession of freedom, in addition to extending their beneficial influence to the entire society. And, politically, it was in the Cortes of Cádiz from 1810 to 1813, where the term Liberal was used to name those who advocated freedom and their opponents were called servile or Goths.
