Rafael Hernando Fraile

Rafael Hernando Fraile is currently the President of the Committee on Rights and Guarantees for the Partido Popular, a position held since July 2018. With extensive experience in parliamentary roles since March 1996, Rafael Hernando has served as the Deputy Spokesperson for the Popular Parliamentary Group in the Congress of Deputies and as a National Deputy for Almería across multiple legislatures. Notable contributions include active memberships on numerous parliamentary commissions and participation in legislative projects, alongside previous leadership roles within the organization of Nuevas Generaciones del Partido Popular and local government in Guadalajara. Rafael Hernando holds a Master's degree in Business Administration and Management from Universidad Pontificia Comillas and a degree in Law from Universidad de Alcalá.
