Joel Mubiligi

Joel Mubiligi is the Executive Director of Rwanda at Partners in Health. Joel has been with the company since October 2011, and in their current position, they oversee all clinical activities support to Butaro District Hospital and all health centers up to the community. Joel has a special focus on quality improvement of HIV, primary care and Surgery programs and the implementation of innovative programs such as NCD and oncology. Joel also provides primary supervision of IMB District clinical team and all PIH clinicians from US institutions working in Burera District. In addition to these responsibilities, Joel also handles district clinical programs strategic planning, budget development and execution.

Prior to their current role, Joel served as the Medical Advisor for HRH program- MoH Rwanda from January 2014 to December 2015. In this role, they worked closely with the University of Rwanda College of Medicine and health Sciences to organize a post-graduate medical education system and ensure coordination of US faculty in the different placement sites to achieve the need of each specialty residency program. Joel also contributed to the development of physician specialty curricula and accreditation of medical education programs. Joel used their HRH experience to advise on health and education systems and policies development; to develop budget and monitor execution of supported activities of the College of Medicine and Health Sciences.

Joel Mubiligi has dedicated their career to improving access to quality healthcare for all. Joel is an expert in their field, with a wealth of experience in both clinical and administrative roles. Their passion for helping others has made him an invaluable asset to Partners in Health, and they will continue to play a vital role in ensuring that everyone has access to quality healthcare.

Joel Mubiligi has a diploma in Tropical Medicine and Hygiene from the London School of Hygiene and Tropical Medicine at the University of London. Joel also has a Bachelor's in Medicine and General Surgery from the National University of Rwanda.
