Head of AI, Labor and the Economy at Partnership on AI

Michael is the Head of AI, Labor and the Economy.

Prior to PAI, Michael was a Senior Advisor to the Deputy Commissioner of the Internal Revenue Service (IRS), which administers the tax code in the United States. In this role, Michael focused on modernizing IRS technology and processes, the implementation of the Inflation Reduction Act, which provided $80 billion to augment the IRS, and improving the Earned Income Tax Credit and Child Tax Credit, which are the largest cash transfer programs in the United States for the working age population. Prior to this, he served as a Senior Advisor for Policy for Vice President Kamala Harris. As one of three members of her policy team to serve from Day 1 of the administration through 2023, Michael briefed the Vice President and led policy development processes focused on macroeconomics, economic and tax policy, the federal budget, labor policy, and emerging technology. Prior to his role at the White House, Michael was a Program Officer at the Gates Foundation, where he developed and launched a new $30M+ strategy focused on improving economic mobility for low-wage workers.

Michael received his Bachelor’s Degree in Government and Economics at Harvard University. As a Marshall Scholar, he received his Master’s degrees from the London School of Economics and the University of Oxford and was the inaugural winner of LSE’s Atkinson Prize, named in honor of British economist Sir Tony Atkinson.
