David Hulbert

David Hulbert has a diverse work experience spanning multiple industries. David began their career in 2006 as a Web/Database Developer at Bournemouth and Poole College, where they focused on creating and updating content management systems using PHP and working with Oracle/MySQL databases. In 2008, they joined We Are Base as a Web Developer and later became a Technical Lead, responsible for building mobile apps that incorporate data science to influence user behavior. David also served as the Chief Technology Officer at We Are Base before the company rebranded as Passenger in 2019, where they continued to hold the same role until September 2022. Passenger is a technology company that provides scalable digital solutions for public transport operators and users. In addition to their work at Passenger, David co-founded Tech Dorset in 2019, a local meetup group that gathers for discussions, talks, and networking events. David is also a Professional Member of BCS, The Chartered Institute for IT. Furthermore, in their involvement with the DfT Open Data Implementation Group from 2018 to 2020, David contributed their expertise as a member. In 2013, they co-founded PHP Dorset, a local user group focused on the PHP community. Overall, David Hulbert has a strong technical background and extensive experience in strategy, compliance, technology leadership, and community building.

David Hulbert has a Bachelor of Science degree in Internet Engineering from the University of Exeter, which they received between 2003 and 2006. David also completed the Oxford Executive Leadership Programme at Saïd Business School, University of Oxford in 2021, specializing in Organizational Leadership. Prior to their university education, David attended Corfe Hills School. In terms of additional certifications, they obtained the Oxford Executive Leadership Programme certificate from the University of Oxford in September 2021, and they became a Zend Certified Engineer through Zend Technologies in October 2014.
