Hayley Cooper

Hayley Cooper, MPA, PMP, is a highly experienced Senior Program Manager at PCI Government Services LLC, with a strong background in health solutions for military personnel and their families. Previously, Hayley served as the Director of Government Solutions at Accolade, Inc., and as a Program Manager at Cherokee Nation Solutions Link, LLC, supporting the US Department of State. Additionally, Hayley held multiple roles at Cherokee Nation Assurance, L.L.C., providing strategic support to the Defense Health Agency and managing contracts across the Military Health System. Hayley’s earlier career includes positions as a Management Analyst at Cherokee Nation Technology Solutions, an Associate Specialist at the Association of Public Health Laboratories, and an Education Intern at the AGA Institute. Hayley holds a Master of Public Administration in Healthcare Policy & Administration from the University of Baltimore and a Bachelor of Science in Community Health from the University of Maryland.
