William Howland is an experienced legal professional currently serving as Associate Staff Counsel for the Pennsylvania State Education Association since August 2022. Prior legal experience includes a legal internship at Armstrong World Industries, where research on labor law compliance and corporate acquisitions was conducted, and a position at the Pennsylvania Office of Attorney General, where legal pleadings and documents were drafted. Additional experience includes a judicial internship with the United States District Court, political and legislative internships with AFSCME, and roles in public relations and organizing at the Ameson Education and Cultural Exchange Foundation. William holds a Doctor of Law (JD) from Penn State Dickinson Law and a Bachelor of Arts in International Relations and Affairs, Economics from The George Washington University.

PSEA represents the labor, policy, and professional interests of 178,000 public school teachers and education support professionals, staff in state higher education institutions, nurses in health care facilities, retired educators, and college students preparing to become teachers.
