Tom Gallagher brings a lifetime of experience in insurance regulation and public policy matters to his role as Chief Operating Officer. Tom is a former Florida Insurance Commissioner and has held two other statewide elective offices. He serves as a member of the People’s Trust Executive Committee and provides day-to-day leadership to all members of the management team in their activities to advance the company’s success.
Tom served as Florida’s chief insurance regulator from 1989 to 1995 and again from 2001 to 2003. In addition to his service as Insurance Commissioner, he was a state legislator from the Miami area and served as Florida’s first Chief Financial Officer, as well as state Education Commissioner and Secretary of the then-Department of Professional Regulation. He helped start an Insurance Agency in 2008, and has been involved in numerous charitable and business activities. For the past five years, he has been a government consultant for Colodny Fass, a law firm that specializes in insurance regulation throughout the U.S. and Insurance litigation.
Tom joined People’s Trust on a fulltime basis in January 2017, after supporting the company’s efforts for several years as part of its external government affairs team. Tom Gallagher grew up in Wilmington, Delaware Graduated from the University of Miami in Coral Gables before serving in the U.S. Army, at Fort Meyers VA in Company E (Honor Guard) of the 1st Battalion, 3rd Infantry Regiment –where the elite Honor Guard responsible for guarding the nation’s Tomb of the Unknown Soldier resides. After his honorable discharge, he began his business career in Miami.
