Rachel Phillips

Rachel Phillips possesses extensive experience in emergency preparedness, change management, and leadership development. Currently serving as the Chief of Staff for Emergency Preparedness & Response at Pacific Gas and Electric Company, Rachel oversees strategic planning, KPI development, and team management while collaborating with executive leadership. Previous roles include Change Management Consultant and Senior Leadership Instructor, where Rachel focused on improving business practices and developing leadership capabilities. Rachel's earlier experience as CEO of The Monticello Group involved managing consulting operations, and a role at Fireman's Fund Insurance Company included developing insurance training programs. Rachel holds a BA in Political Science and Sociology from UC Santa Barbara and completed executive education in High Potential Women Leaders at Stanford University Graduate School of Business.
