David F. Simon

Chief Legal Affairs Officer at Philadelphia College of Osteopathic Medicine

David F. Simon, JD, is the chief legal affairs officer for Philadelphia College of Osteopathic Medicine and a member of the President's Cabinet. In addition to serving as the College's legal counsel he is also responsible for risk management, compliance, internal audit, information security, and Philadelphia campus security.

Before joining PCOM, Simon was executive vice president and chief legal officer of the Jefferson Health System (JHS), where he oversaw all legal, payor contracting, litigation, governmental relations and corporate governance matters and served as the founding president and CEO of the Delaware Valley Accountable Care Organization (DV-ACO.) Prior to JHS, he was Chief Counsel of the Pennsylvania Insurance Department and chief legal and regulatory affairs officer of Aetna US Healthcare. He previously was a partner at Wolf Block in Philadelphia, where his practice focused on complex commercial litigation and computer law. Among other governmental appointments, Simon has served as Chairman of the Delaware River Port Authority and in November 2021 was reappointed to a second three-year term as Chairman of, and Consumer Representative to, the Pennsylvania eHealth Partnership Program Advisory Board.
